It means that which causes offence, annoyance, trouble or injury. A nuisance can be either public (also "common") or private. A public nuisance was defined by English scholar Sir James Fitzjames Stephen as, "an act not warranted by law, or an omission to discharge a legal duty, which act or omission obstructs or causes inconvenience or damage to the public in the exercise of rights common to all Her Majesty's subjects". Private nuisance is the interference with the right of specific people. Au XXe siècle, le sens commun associe au mot nuisance l'idée d'inconvénients, plutôt minimes mais occasionnant une gêne réelle subie par un ou des individu(s), bien que sans impact réel ou significatif sur leur santé. Mais à partir des années 1970, le concept semble évoluer vers l'idée d'une offense plus grave à l'individu, liée à l'exposition chronique ou épisodique à des éléments ou situation désagréables, nuisibles au bien-être, voire à la santé physique et psychique. Par définition, les nuisances sont difficiles à mesurer car elles dépendent en partie de l'appréciation subjective par celui qui y est exposé. Par exemple, la gêne ou la souffrance induite par une odeur (hors réponse allergique marquée) est difficilement mesurable, bien que plusieurs systèmes d'évaluation aient été proposés, y compris une évaluation par des « nez électroniques ».
