Das Programm zielte auf die Verschlankung der Staatsbürokratie und des Verwaltungsapparats sowie auf die Kürzung von Beamtengehältern ab, was in Teilen der Bevölkerung zu heftigen Protesten führte. Einige kleinere und größere Straßenproteste verliefen friedlich, einzelne zogen jedoch im Januar eine Spur der Verwüstung durch die rumänische Hauptstadt Bukarest. Durch Überläufer gestärkt schlossen sich die National-Liberale Partei (rumänisch Partidul Național Liberal, PNL), die Sozialdemokratische Partei (Partidul Social Democrat, PSD) und die Konservative Partei (Partidul Conservator, PC) Anfang Mai zum neuen Regierungsbündnis Sozialliberale Union (Uniunea Social Liberală, USL) unter dem sozialdemokratischen Premierminister Victor Ponta zusammen. Erklärtes Ziel war die Entmachtung des rumänischen Präsidenten Traian Băsescu von der Demokratisch-Liberalen Partei (Partidul Democrat Liberal, PD-L). Ende Juni leitete die USL ein Amtsenthebungsverfahren gegen Băsescu ein. Ihm wurden Verstöße gegen die Verfassung, Anmaßung von Regierungsgewalt und Kompetenzüberschreitungen vorgeworfen. Die Abstimmung im Parlament führte zur Suspendierung des Präsidenten. Die Amtsgeschäfte führte indes der nationalliberale Senatspräsident Crin Antonescu. Bei der Volksabstimmung (Referendum) zur Amtsenthebung Băsescus Ende Juli lag die Wahlbeteiligung von 46,2 Prozent unter den benötigten 50 Prozent der Wähler und die Abstimmung wurde von der Wahlleitung für ungültig erklärt. Die konservative Opposition hatte ihre Wähler aufgerufen, sich nicht an der Abstimmung zu beteiligen. Große Teile der Bevölkerung hatten das Gefühl, das kleinere Übel gewählt zu haben. Die USL äußerte Zweifel an der Korrektheit der dem Referendum zugrunde liegenden Wählerlisten und verlangte eine Neuberechnung der Zahl der Wahlberechtigten. USL-Vertreter hatten angebliche 1,7 Millionen Falscheintragungen geortet, vor allem durch Tote und Ausgewanderte. Die Wählerlisten sollten nachträglich durch eine improvisierte Volkszählung „der Realität angepasst“ werden. Zur Erfüllung des Quorums hatten 1,5 Millionen Stimmen gefehlt. Nach Protestrücktritten von Ministern aus den eigenen Reihen sah sich Premierminister Ponta zu einer größeren Regierungsumbildung gezwungen. Die neun Richter des von der USL angerufenen Verfassungsgerichts von Rumänien bestätigten dieses Ergebnis nicht sofort und verschoben ihre Entscheidung zuerst auf den 12. September, dann auf 29. August, bis sie das Referendum schließlich am 21. August mit 6 zu 3 Stimmen für ungültig erklärten. Die Verfassungsrichter berichteten von enormem Druck durch die Regierung und Interimspräsidenten Antonescu, wozu auch Drohungen gegen ihre Familien gehört hätten. Traian Băsescu kehrte am 27. August in sein Amt als Staatspräsident zurück. Das politische Vorgehen der USL, welches von Kommentatoren oft als „Staatsstreich“ beschrieben wurde, zog heftige nationale und internationale Kritik nach sich. Hintergrund ist neben der weit verbreiteten Korruption in Rumänien ein Machtkampf von Politiker-Cliquen der verschiedenen Lager, der nicht immer im Einklang mit den Grundsätzen des Gesetzes steht. Im Zuge des Referendums wurde so auch die Fälschung von Bevölkerungszahlen und Wahlbetrug kritisiert. In der von Korruption durchsetzten politischen Welt Rumäniens machte sich Unbehagen breit, als ein früherer Ministerpräsident der PSD zu einer mehrjährigen Haftstrafe verurteilt wurde. Die Weltpolitik zeigte sich besorgt über den Druck auf Verfassungsrichter und die bedrängte Rechtsstaatlichkeit, das willkürliche Regieren durch Notverordnungen sowie mangelndes Interesse an Werten der Europäischen Union (EU). Besonders die EU reagierte mehrfach mit deutlichen Worten und kritisierte das Land scharf, wobei sie sich entschlossen zeigte, die Unabhängigkeit der Justiz in Rumänien zu garantieren. Auch die Vereinigten Staaten von Amerika würden, sofern es anhaltende Zweifel an der Demokratie und Rechtsstaatlichkeit im Land gebe, früher oder später auch die strategische Partnerschaft zwischen den USA und Rumänien in Frage stellen, warnte das US-Außenministerium.e stellen, warnte das US-Außenministerium.
