It was created in April 2020 to help protect jobs and workers affected by the Covid-19 epidemic. It will provide financial assistance of up to 100 Billion in the form of EU loans made available to beneficiary countries on favorable terms. The aid is intended to help EU countries better respond to the unexpected increase in public spending on job protection. The aim of this aid is also the condition for obtaining it: It must finance the creation or extension of partial unemployment schemes, including for the self-employed.
