Der Tunnel soll nicht nur eine Schmalspurverbindung von Innertkirchen (633 m ü. M.) nach Oberwald (1366 m ü. M.) und damit zwischen der Strecke der Meiringen-Innertkirchen-Bahn und dem Netz der Matterhorn-Gotthard-Bahn eröffnen, sondern auch zur Verlegung einer Starkstromleitung der Swissgrid dienen. Die geplante Strecke überwindet auf ca. 24 km Strecke 733 Höhenmeter mit einer maximalen Steigung von unter 6 % und kann somit als Adhäsionsbahn betrieben werden. Der Tunnel wird in Guttannen (1057 m ü. M.) für eine in offener Bauweise errichtete talseitig offene Haltestelle unterbrochen, während für das Tourismusgebiet eine unterirdische Haltestelle (1327 m ü. M.) vorgesehen ist. Vom Projekt versprechen sich die Befürworter zunächst einen touristischen Nutzen durch ein zusammenhängendes, nun 844 km langes Schmalspurnetz: Von Interlaken Ost bzw. Luzern/Engelberg aus kann nun Brig, Visp und Zermatt sowie Graubünden erreicht werden. Dazu entsteht auch ein wintersicherer Zugang zum Obergoms. Auch der Landschaftsschutz soll profitieren, denn mit einer Verlegung der Stromleitung in den Tunnel können die 121 Leitungsmasten im Grimselgebiet entfernt werden. The Canton of Bern, Canton of Valais, and Swissgrid unveiled their joint plans on 4 February 2016. The tunnel is proposed to carry a single-track metre gauge railway and railway electrification system. The total length of the new Grimsel Line (German: Grimselbahn) route containing the tunnel would be 21.75 kilometres (13.51 mi). It would link two groups of existing railway lines constructed to one-metre track gauge in Switzerland, forming a contiguous route of 844 kilometres (524 mi).The power transmission cables would run at 380kV and replace Swissgrid's existing overhead power line, and allow the removal of the 121 electricity pylons that had been in place for sixty years. The intended railway route would continue from the Brünig railway line at Meiringen railway station, via the Meiringen–Innertkirchen railway, to a stop at Innertkirchen, then via new stations at Guttannen and Handegg (Handeck) to Oberwald railway station for continuation via the Furka Base Tunnel. Travel time between Meiringen and Oberwald would be approximately 38 minutes—a reduction of three hours.
